Climate Targets Gain New Momentum Through Accountability Push

In China, officials will now be evaluated and rewarded based on climate performance, as the government links career progression to progress on emissions and clean energy goals.

“Outstanding performers may be rewarded,” authorities stated, highlighting that results will directly influence promotion and supervision decisions.

The new system grades provinces on cutting carbon emissions, expanding clean energy use and reducing reliance on coal and oil, with underperforming regions required to submit corrective plans within 30 days. The policy supports China’s goals of peaking emissions before 2030 and reaching net zero by 2060, while encouraging the modernisation of heavy industry and strengthening energy security, demonstrating how governance incentives can accelerate large-scale climate action.
