It’s Official: If You Test on Animals, You Can’t Sell Your Cosmetics

Brazil’s Congress approved a bill to ban the sale of cosmetics tested on animals, closing loopholes that allowed suffering to continue under weak laws.

“With the adoption of this groundbreaking measure to ban cosmetic animal testing and trade, Brazil is embracing a cruelty-free future,” said Thayana Oliviera Soares, Brazil Country Director for Humane World for Animals.

After more than a decade of campaigning, Brazil’s Chamber of Deputies passed the measure in July 2025. It prohibits the sale of cosmetics that rely on animal testing. The law also requires cosmetics makers to stop using new animal-test data or tests on animals in the future — including for ingredients. Brazil joins around 45 countries and 12 U.S. states that already limit or ban such testing. The change offers real protection for animals and sends a strong message that cruelty has no place in beauty.
