A bold national commitment to universal preschool access is transforming early education for children across Morocco.
“Through play, I teach children many learning concepts,” said preschool educator Ghizlaine Jabrani. “It’s an effective way to communicate and connect.”
Since 2018, enrollment has nearly doubled, from 45% to 80% nationwide and from 33% to 91% in rural areas, giving more than 900,000 children a stronger start in life. The initiative also creates jobs and narrows gender and regional gaps, marking one of the country’s most inspiring social transformations. Girls’ enrollment has surged from just 25% in 2017 to 93% in 2024, while over 9,500 new teaching jobs — most held by women — have been created, strengthening both education and local economies. With this success, Morocco is on track to reach its goal of universal preschool by 2028, ensuring that every child begins their education journey ready to learn, dream, and thrive.
