Daily Tobacco Use Declines as Health Efforts Gain Ground

Daily tobacco and related nicotine product use declined in 17 European Union countries between 2022 and 2025, marking progress toward the bloc’s tobacco-free ambitions.

The European Union aims to create a “Tobacco-Free Generation” by 2040 through its Beating Cancer Plan, targeting tobacco use at less than 5% of the population.

In 2025, around one in six EU residents aged 16 and over used tobacco, e-cigarettes or nicotine pouches daily. Daily smoking among men fell from 22.2% in 2022 to 20.8% in 2025, while the rate among women dropped from 13.1% to 12.6%. Spain and Luxembourg recorded the largest reductions in daily tobacco and related product use. The Netherlands had the lowest prevalence at 9.9%, followed by Ireland at 11.7%. These improvements support wider efforts to reduce tobacco-related disease and prevent premature deaths.
