Lowest Unemployment Rate in Decades, Across 27 Nations

The unemployment rate across the European Union’s 27 countries in 2023 reached its lowest point in over thirty years, following a steady decline over a decade.

According to the International Labor OrganizationModelled Estimates (ILO) Database,” the EU’s unemployment rate reached 11.3% at its peak in 2013, but that proportion halved a decade later, reaching 6% in 2023.

Throughout the mid-1990s and the early 2010s, the unemployment rate was above 10%. Since 2013, that rate steadily declined. Unemployment is the share of the labour force who is available for work – and actively looking for it – but cannot find employment.  People who did not look for work but have an arrangement for a future job are also counted as unemployed. Unemployment differs from economic inactivity, where people are neither working nor actively looking for work.
