Business Rules Simplified as Minor Offences Shift to Civil Penalties

India has reformed its legal system by replacing criminal penalties for minor business offences with civil fines, making compliance easier and improving the business environment.

“The Act aims to foster a trust-based legal and compliance environment where minor lapses do not lead to criminal sanctions,” said Mukesh Jagota, legal expert and author.

The Jan Vishwas Act 2026 amends 784 provisions across 79 central laws, decriminalising 717 offences and rationalising more than 1,000 regulations. It introduces graded penalties, warnings for first-time violations and administrative adjudication to reduce court backlogs. By lowering compliance burdens and simplifying regulations across sectors from finance to transport, the reforms are expected to boost investor confidence, support small businesses and encourage economic growth while maintaining accountability.
